Kentharu, I don't see the point. Even if no one applies for the UK, I would not allow you or anyone else who I don't think is experienced enough, to have it. I'm sorry, but I need to have a knowledgeable, experienced player to play a world-spanning empire, and frankly, you are not that player. Give it a little time.

Those were the number of EC's that each country had, which has become sort of a sign of its status in the world.
