Probably premature, but: any confirmation on expansion model?

The list of Civs is now officially confirmed. This is an interesting list to be sure, but there are some fairly high profile exclusions from this list. When you have to cut to 18, this is of course unavoidable, but at the same time there seems to be a lot of demand for some of the excluded Civs. I, and probably most people, expect this to be addressed with expansions and what not.

However, I have not seen any official word as to how this will happen. Will Civ V follow the traditional method of two or three largish expansions over the lifecycle of the game, or will the content be released a la carte as DLC? Has anyone seen any confirmation?

In any case though, I still would like to hear one way or the other which way it will be.
