Problems in game

I am having a weird issue with my Civ 3 install. In game I can't seem to irrigate any grassland or enhanced grassland squares. I irrigate them and the graphic shows up but I don't get the +1 bonus I can never earn more then 2 food with grasslands. Plains and flood plains seem to have no problem just grasslands. I took the same save to another computer and loaded it and everything worked the way it was supposed to. I upgraded to the 1.29f patch and even installed PTW with the 1.14f patch. I have uninstalled and reinstalled all 4 with fresh games and the problem persists. Is there a CFG file or a registry entry I missed??

Is your government still despotism? You won't get the bonus until you move to a more advanced gov. type.

Damn it didn't say that in the civilopedia
yep my government was more advanced
crap okay that explains it then. I didn't know
you had to switch governments to get the bonus
I thought that was just inherent. My bad.
