Problems with custom city states

Ok, i've made several major civs np. I made some minor civs using NACS as a reference for building. I have the minor civs set up the citynames the text tags and the flavors. The action is correct, onmodactivated/updatedatabase/file.xml. The mod shows up for me to enable but the number of city states doesn't go up on the slider and i don't see the sity states when i bring it into worldbuilder either. I checked to see if all of my capitals were right and all the proper <> and so on. Nothing is out of place the civs just don't show up. I tried disabling all other mods as well just single running it and nada. I run G+K if there's a special way of doing minor civs i'm unaware of with G+K. Any help would be appreciated. I've attached the civ5mod file so anyone can see where i screwed up. Any help would be great thank you.

You define some text keys (e.g. TXT_KEY_CITYSTATE_HURON) twice. This is not allowed in the current version of Civ5, and will cause the entire file to fail.
 
Didn't see that. Cleared those double defines up rebuilt the mod and it still shows up on list but not in setup. Tried running it as a solo mod as well.

edit - Ran it in worldbuilder and i see the Civs as city states just fine. strange.
edit 2 - ok so they show up ingame. So the last part is this, i still only have the 41 city state limit although now there is total of 57. What do i need to do to make the slider go to the full 57?
