I actually have a few of them. A Bronze Age Mercenary wouldn't be of much use in the Industrial Era, so I have a few upgrades. And they're all working out fairly well. Sorry, but I don't have the patience to go through and list them all at the moment, maybe later.
So, I have a Partisan that comes in with Communism, but only for certain civs (Russia/China/Korea) and I have made the Guerilla into . . . well a Guerilla, available to everyone in the modern era at the same time as the Modern Infantry.
Strange!
In relation to the standard infantry units your partisan resp. guerilla seem to be a little bit better than mine and the cost is quite similar.
I absolutely don't understand where my problems come from, but thanx a lot for your help.
As I mentioned, the AI seems to have an eye for eye approach when it comes to those types of units, so maybe you're being a bit overly aggressive with your own. Try using them sparingly and see if that makes a difference.
Throughout the whole game I never had very many of those units. For example I only have about 5 spies, while one of the AI-Civs had far more than 100 of them (before the beginning of our war).
