Production... WTH?

Hello!
Civ IV is the first game I've played in the series, and I'm a ilttle in the dark when it comes to production.
How does it work? No matter what I do when I double click on the city the production always shows at 2 per turn. It never changes. I build mines, i have tons of resources, but it never changes. I had 3 cities and I had a lot of things researched, I had mines, and I still was getting 2 production per round on each city.
The only way I can find to build faster is to cut down forests, but there are so many forests. The instruction manual talks about increasing production and whatnot by buildling mines, but this does nothing!
I also do the thing in the city menu where you double click on a spot with multiple hammers. When I do this, the productivity per turn goes up, but the next round it goes down and you don't get the bonus.
Will someone please explain how this works for me? It's really obnoxious having to wait 35 rounds to build a freaking worker.

Your city population must grow to work the tiles you're improving. Also, the AI will automatically place your citizen on tiles to work. This is something you can manipulate to increase growth or production. Use the city view screen to make these adjustments.
 
In the city screen, a city shows which tiles are 'WORKING' by indicating them with white circles.
So if you have a city with population of 3, you will have three white circles (beside the city circle).
The total production/turn you produce in a city is the sum of all 'WORKING' hammers in the city.
If you only have 2 prod/turn means you only have 2 hammers in all your circles.

If you build a mine, you need also to go to the city screen and change the working tiles to 'work' that mine.
If you click a cirlce, it disapears and lets you place it in another tile.
 
There is a govenor you can turn on and there is a button to emphasise food. Your city needs 2 food per person to not starve. You need 2 food for each additional person. By irigating grassland or improving food bonsus tiles, you can grow even faster.
