Promoting detected spies - bug?

Whenever a spy of mine successfully completes a mission but is detected the popup says the spy is promoted from Spy Recruit to Agent and I should use the action button to choose a promotion, however there doesn't seem to be any way to do this. When the spy escapes and returns to my city they do not appear to have a promotion waiting. Is this a bug? Right now the only way I seem to ever be able to promote spies is if they successfully complete the mission but remain undetected.
