Akots has expressed that the micromanagement of the cities is getting to be excessive (and I certainly do not doubt this!) I believe that the best solution to this is to create regional governorships.
The idea would be that for each election period, a certain number of candidates would offer to be candidates for governors. Each one would get voted on with an up or down vote, 50% vote yes would get approval.
The governors who were elected would then get assigned governorships by the newly elected president. They would be responsible to check their cities and make recommendations to the president on what they believe would be the best alterations for their regions (i.e. move this laborer from this tile to that tile, change from building settler to galley, etc.)
The President would have final say (since he is the turn player) and would, of course be the adjudicant between two regions that were vying for the same space.
The idea is not to have our own regions competing against each other, but rather to facilitate a smoother operation for the turn player.
