I was thinking about the fact that the military and cultural depts. have, at certain times, the right to override provincial build queues. Why doesn't trade have the authority to override for harbors and airports? I think that the trade department, under certain situations, should be able to build those improvements.
The circumstances this would occur, as I was thinking, is is the a city is somewhere seperated from the mainland, or important cities that might be cut off from everywhere else by invasion. Can I get some thoughts on this?
 
Millitary and cultural departments can overrule governors when there is a chance the city may be lost (in general) from invation or cuylture flipping. You cannot, however, loose a city through lack of trade. In the case of invation, the millitary leader could order the rush of a harbour or airport to keep a city linked up, as these are technically millitary buildings aswell.
 
technically you CAN lose a city from lack of trade, as a border city that is not connected to the capital runs a greater risk of culture flipping. Whether or not this would come under the jurisdiction of Trade, Culture or Domestic is open to debate.
 
Eklektikos - I think in a situation like you have described, it gets worked out with a combination of Department Leaders that use the proper channels. Historically, a case like this would probably be handled through Culture and Domestic, with Domestic authorizing the improvement with the results of a poll.
 
Cyc is correct. There is no need to add any override powers other than the ones we already have in place. If there is a city that the trade department feels should have a harbor or airport ASAP, a poll on the subject can easily be started to change the build queue, and the domestic leader can easily allocate the funds for the rush. Our constitution is complex enough as it is.
 
Trade improvements can be requested (i.e., the harbor) as Zur and I did in Term 2, when we had *no* harbors! (and it allowed us to trade with nations not connected by roads - Babylon, Zulus, India...)
 
If trade can override for harbors we'd have to allow science override for library''s and university's. Both which also improves culture.
 
I believe communication would be the key here. A PM to the Governor or a post in the Provincial thread would probably be the first step. After discussion, if things still didn't look good, you can always try other means. You are a politician. :)
