Proposal: National Worker Priority

Ok, we have governors and the president controlling workers, but I think this might make things go smoother:

- Have a priority list of who can direct the workers to do what. In other words, say we want rails to a city ASAP for our military goals, that would take first precedence. Or, pollution might strike. This is what I propose:

Priority -

President - Unused workers

Military - Can order roads and rails to be built to prepare, and/or hurry an invasion. They can also order connection of strategic resources

Polluted Tiles - Any polluted tiles within a city border (outside could be because of nukes for example) takes top priority over governor orders, as that city must reclaim that tile.

Domestic & Governors - Internal Development. Under my proposed Internal Development office, they would also check to see if the cities really need a road or rail (or even if the added shields will have any effect). This would prevent a maybe, inexperienced governor from making unnessicary orders. (i.e., asking for more irragation and rails in a size 12 city that already has 12 tiles used, and no hospital in sight).

Trade - Can order construction of trade routes, and connection of luxuries.

For Science, Culture, and FA, I really can't find much that those departments can do.
 
Hmm, I like this Proposal :). The President (or DP) can give idle workers some orders :).
 
CT - I fear that this proposal, and some of the others, are all making the use of workers far more complicated than it needs to be.

I would propose this - workers in Fanatika lands are always under the control of the appropriate Governor. Workers outside Fanatika are under the control of the President.

Under a National Emergency, the President may nationalize the workers and assume control as needed for the duration of the emergency. At the conclusion of the Emergency, the Senate will determine the distribution of workers.

That's it. No other exceptions.

So how will this work?

First, trust. All citizens must trust that the Governors and the President will work with the best interests of the entire country in mind.

Now, this requires the Governors to work together, especially with the allocation of workers. To that end, I believe the Senate would make an excellent avenue of discussion.

The President, and other cabinet members will need to communicate with the Governors over what they would like accomplished in each Province.

To bring in the real-world, this is basically how the US works. The Executive branch can exert pressure using the budget - same here.

Benefits - it's simple, straight forward, and requires only one legal change - the clause about the National Emergency.

Yes, I have a comment, Ravensfire. How do we determine the number of workers for each province? Do we just use what the province produces, thus ensuring that newly captured areas remain underdeveloped?

That's where the trust and cooperation come into play. The governors must work together to determine the best allocation of workers.

I think the Senate would be a great forum for this to occur. We've got a shortage of workers, and they are most definitely NOT allocated efficiently. There are some provinces that don't require, or won't benefit from lots of workers, there are others that will.

I'm confident that the Governors can work together to determine how best to allocate the work force. I don't think it will be without conflict, and the Senate itself should determine how to resolve any conflicts.

Sorry - forgot your other point. How should new workers be allocated? Again, that's going to come back to the communication and trust thing. As Chieftess so eloquently pointed out - we've got a HUGE worker shortage. As new workers are created, the Governor needs to consider the development of the nation as a whole, and decide if the worker should be passed to another province, or stay at home.

With our railroad, I can see workers shifting quickly from province to province to meet demands. The President should NOT have to do this - the Governor's should. I want the President to consider long-term, national goals. Let the Governors handle the petty details!
 
So we'll instead have the governors sparring over worker allocations constantly? Sounds like a fine way to promote solidarity and friendship! But when I'm not being my usual cynical self, I do think this is a good idea. I just think that it would degenerate the game eventually.
