This was talked about earlier but maybe now good time to actualy do implement it.

Currently player choose some nation but till ancient era - his civ look some as any other civ.

Can start civs be shrinked to :
Europians
Africans
Oceanians
Asians
South American and e.g. ?

Can Civ namebe changed in game?
Europian after gaining Roman culture can be changed in game to look like Rome?
Can Leader be changed? Can units \ cities be changed?

if answers to all of my qestions is - yes - then it is just need to be coded.

To sum an idea :
Player choose one of progenitor civ (lets say South American), then he build Tupi culture and got window
with question " Do you like to become Tupi Civilization?" OR he automaticaly changed to Tupi civilization.
He then choose his leader is they more then one or got what it is present if there only one leader.

i think it give more sense to cultures thing.

The way I plan it to work is that you'd put all our cultures into civic form. It would be something you would adopt (with tremendous anarchy and potentially huge ramifications such as potential splitting of the nation - or to help avoid such a fate.) But it's intended to blend in with the Ideas project so that's where I've begun and I keep being held up by so so so many other tasks.

I suppose some industrious modders could work out the adopt-a-culture project as a pure civic adoption mechanism for now.
 
How about this:

-culture buildings are automatically created once conditions are met.
-once a CIV has the first culture it changes the name of the CIV to that particular's culture name (Neandethal state for example)
-every town owned by the culture will receive a building that permits the cultural boons, units, wonder construction, etc
-once a town fits conditions for a new culture, it gets created automatically.
-having divergent culture leads to a choice for the CIV: conversion, tolerance, adoption
-conversion leads to possible revolution or unrest. if successfully squashed the culture is destroyed and the former culture takes shape
-tolerance allows the new culture to coexist and for the CIV to recruit the specific units. the owning culture will remain active for at least an era and result in permanent unrest and culture and income reduction, as the area has a certain degree of autonomy (under certain circumstances it can result in unrest if the global situation is favorable)
-adoption will make the CIV renounce the former culture and accept the new one. Results in anarchy.

-a tolerated culture chould expand nearby if possible.
-a different cultured city can be liberated as a new CIV by another attacking CIV
