prussia vs france

who do we prefer for warmongering in modern as a european. cant decide who to go for. assume i have the option to select either. machiavelli as leader. Rome to spain to ?

I'd say probably Prussia. France is a decent all-around Modern Age civ, and can certainly wage war, but if you know war is what you're doing, Prussia is built for that. Plus, Prussia wants everyone to hate them, which means that you can use Machiavelli's abilities for free money when folks refuse your proposals.

i have a very hostile tubman songhai on my northern border. on my western border i have already gone to war against amina twice and just retook baghdad (formerly neopolis). i am currently expanding overseas but just received DOW from tubman. i am planning to war for the long haul so perhaps prussia it is.
