It seems like they don't take into account religious bonuses and/or unique building bonuses at all when making picks. Currently, I have a number of puppets that are avoiding like the plague my 4happy/1food/2faith, free maintenance burial tombs. I understand that this is one of the drawbacks of leaving them as puppets, but when I go into negative happiness as a test to get them to stop building castles, and they subsequently begin to prioritize colosseums . . . :crazyeye:

If they recognize that you are in need of happiness, puppet or not, wouldn't it be reasonable to pick the the best source?
 
They are all set to gold focus, so culture/faith buildings are low priority.

As for the unhappiness, they probably don't even really register that your temple gives happiness. Im guessing the city just pulls 'next the happiness line of buildings'
 
Usually,the building order is:

Gold buildings>Happiness buildings(if there is Unhapiness)>Scientific buildings>Defensive buildings(it happens if there is a hostile player nearby)>Production buildings>Culture buildings>Food buildings>Faith buildings;

If its a capital or city state, Defensive Buildings have a higher priority.
 
This game, they have invariably been going monument->shrine->library->market->water mill->walls; once unhappiness kicks in, they swap to colosseums.

puppeted city states don't build culture buildings at all, a bug that hasn't been fixed from Vanilla.

They often build a monument first ro have some border expansion and I think they build shrines and temples more often if tyou have Piety to make them cheaper.
I've also noticed that puppet cities now don't build any broadcast towers at all. Even if the city aöready has every other available building they won't build anything until something new that isn't a broadcast tower becomes available. It's probably to give you a very good reason to go for CN Tower.
 
Strange, on the contrary I observe that puppets like building the 2 faith buildings asap and I could swear that in my previous Egypt game many of my puppets (had about 15) were building shrines and burial tombs quite soon after out of revolt.
