Puppet Cities, AI have direct control!

So yeah, in a game today, I skillfully outmaneuvered Hiawatha the douche and pushed all my troops into range of Edrine to take it out, it had str 15.

And is a puppet city. Next turn, I watch Hiawatha go oh It's a puppet city? Don't care, purchased a wall and Castle in it, putting it at str 30. And is on a hill.That hill thing is true, but nope, shouldn't been able to do that. Buying defenses in a puppet city.

I was staring at it angrily, realizing I moved all my units there for naught. I precisedly attacked Edrine to avoid that kind of tactic cuz I don't have that many units yet, I was like ok cheater hiawatha cheater.

*Downloads fire tuner and conveniently drops a couple of paratrooper to counter hiawatcha the douche's purchase defenses in puppet cities.*

So like, AI ignores a large part of what makes civ 5, the civ 5. AI is still playign like it's civ 4.

So like after taking the city that cheater, dirty cheater I went and razed a couple of his cities, gave edrine back to ottomans, he's still alive. And one of the cities had machu picchu in it. Now gone forever bwahaha. and puppeted, and annexed and installed a couple of courthouses in iroquois cities I took two.

My current cheater troops is on their way to raze a couple more cities before I am satisfied in sufficiently punishing him for cheating cheating with puppet city.

At least this explains alot when I am attacking an enormous Ai puppet empire, endless troops show up everywhere. Dem cheaters.


Oh and any other AIs that uses that puppet cheat tactic, You have been warned, doing it in the full view of my army will get your empire dismantled cuz its illegal.

:lol: Funny. What social policy track did Hiawatha have to take to get that title, by the way? Seriously though, I'm ok with the bonuses, but ignoring game rules is too much.
 
I realised that the AI ignores puppet cities for the first time when I saw some AI civ taking a captured city as his capital and keeping it puppeted for the first time. They wont annex the puppeted cities even if they only have one city left and it's puppeted.

It is indeed annoying that they ignore the rules but I think that they don't benefit from the cultural cities culturally since the huge AI puppet empires always have low amount of policies in my games. Thus the only bonus that they get from bending this rule is the happiness. They have high happiness anyways so it doesn't matter that much.
 
If the Honor policy Professional Army is gained by a player, walls, castles and other defensive buildings add happiness. The puppet cities, even your puppet cities, build defensive "buildings." That is consistent with the rules.

In any case, puppet cities should be able to build defensive buildings for self-preservation. With the AI's production bonuses, they might not take too long and thus appear to be purchased. Does firetuner show a reduction in the civ's gold to account for the purchasing?
 
Do you have a save of the turn before (sounds like a bug)?


I don't think so and I"m about to continue playing the game.

I gotta say, It explains why Hiawatha was kicking so much butt, he have swarms and swarms of mohawk warriors. I think i faced like 30-50.

I got angry when hiawatha ignored one of main core rules of civ 5 so I thrashed quite a few cities of his. quite a few turns has passed.

I find it quite hard to start a new game or continue on that map where cheater hiawatha cheater did that abuse. Gah, Fun ruined.
 
I have seen this as well. But I wonder if the human player actually can "see" if the AI has annexed one of their puppets or if there is a bug which make it seem like it is still a puppet. I've particularly raised this thought when I've seen, after conquest, the AI capital shifted to one of their puppet cities and then for the rest of game remained in a puppet state.
