python24.dll error

Okay, my cousin's never played a Civ game and his laptop can't run V so he got IV instead. I've installed it for him and patched everything but when trying to run the program (administrator or normally) the system keeps telling me this...

"The program can't start because python24.dll is missing from your computer. Try reinstalling the program to fix this problem."

But I'm looking at the file. I can see it plain as day right in front of my very eyes. I've uninstalled and reinstalled as it tells me to a few times now. What gives?
 
I've got this same problem. Except I don't see the file anywhere and I ran a windows file search. I do however see this file C:\Program Files\2K Games\Civilization IV Complete\Sid Meier's Civilization 4 Complete\boost_python-vc71-mt-1_32.dll.
The exact message reads:
Civilization4.exe - Unable to locate component.

This application has failed to start because python24.dll was not found. Re-installing the application may fix this problem.

I tried reinstalling a few times and this did not fix it.
Also, ATI mobility radeon xpress 200 graphics card 64mb
Windows XP SP3
Latest graphics drivers
civ4.exe version 1.7.4.0 (this from the civ III & civ IV complete edition.)
