QIN / Chinese bonus not working (mod)

hello there,

playing Qin / China, the game advertise a bonus of one extra charge per builder
along with 15% wonder construction per builder charge.

However, in game, Chinese builders have 3 charges and they are unable to build wonders, as this bonus does not exist.

I was trying to replicate this bonus to another leader -- in vain... You cannot make use of such bonus.

Is this familiar to someone?

It was working fine when I played China. Keep in mind that builders can only rush ancient and classical wonders.

Also, if you are using any mods, roll a new game without them and see if the problem persists.

yup, I was messing around with a mod I was working on and somehow changing "civilization.xml" is also impacting the "leaders.xml"...
rolling back "civilization.xml" solved the problem. though they have no apparent connection
