Question about Strategy Layer

I've looked everywhere for this answer and can't seem to find it. I'm playing Warlords by the way.

When I zoom out to the strategy layer the grid disappears and makes it very difficult to draw fat crosses of where I'm going to place my cities. When I zoom in to see the grid I can't draw the lines because I'm not in strategy layer anymore. Please tell me there is a way to draw lines while still being able to see the grid? Can anyone help me with this, it would make city planning so much easier.

AFAIK, there's no way to have global view AND visible grid at the same time. The best advice I can give you is to first create a sign on the spot you want to put a city on, go back in map view, activate the resources view, go back to globe view and figure out from the recourse icons how far the fat citycross extends.

I thought strategy layers are visible to allied civs, and I mean the ingame mechanic then, not treatied players. Teammates thus by option or permanent alliance.

So if I'm in just a normal game with other human players(against computer AIs because that's how I roll:king:) and I want my teammate to see my strategy layer to coordinate an attack, then I have to wait until permanent alliances? Or is there some way to make a "teammate" before then? Is it in the options? I'm in BTS on a LAN game. I'm still kinda new and I don't really play much more than just normal custom games.
