Question 'bout "Preferred govt's" in PTW

I cannot seem to find any info on this anywhere. What are the benefits exactly, or the penalties for using a "shunned" govt? I am playing as the Ottomans and my "preferred" gov't is the Republic. I have researched the whole tree and want to switch to democracy because of attempted propaganda campaigns keep "scaring" my people in my far-flung colonies. I suspect the evil Carthaginians, my only near equal. Democracy would stop this, but I would lose the benefits of my preferred govt being in place, and I'm not sure if its worth it. Thanks all...

'Preferred gov' only has meaning in diplomacy. AI stance will change with your government type.

iow: no penalties except the AI might look down on you.
