[GS] Question: Single Player Map Setup (Crowded Planet)

Crowded Planet (how to achieve this setup?) for Gathering Storm:
I want to set up single player maps whether fractal, island plates, or continents to create a map so packed that there is no room for settlers in the beginning. Ideally, each Civ would make its city on turn one, each City-State would put its city down on turn one, and when finished, there would not be any places left for a Civ's settler to start a second city (yet). Basically I want to include as many AI Civs as possible, but forcing them to have capitals only (myself included). Thus, the only way to 'grow' an empire, would be by conquering a city.

So my question is, how many Civs can I include, with city-states, without Civs having no capital at all?

Fractal Map (small): Civs + City-States (how many of each?)
Fractal Map (standard): Civs + City-States (how many of each?)
Fractal Map (large): Civs + City-States (how many of each?)
Fractal Map (huge): Civs + City-States (how many of each?)
Fractal Map (enormous): Civs + City-States (how many of each?)

Island Plates Map (small): Civs + City-States (how many of each?)
Island Plates Map (standard): Civs + City-States (how many of each?)
Island Plates Map (large): Civs + City-States (how many of each?)

If a small map would not be able to include all civs (I'm pretty much only using city-states as fillers), then the map is too small. If an enormous map would be able to include all civs and city-states with room to spare, then the map would be too big.

I've heard that the hard limit on civs is 60, but does that include civs and city-states or just civs?

I don't know about numbers but this guy tried all nations on a tiny map. Pangea.

So i guess that a small map can fill every civs and cs. Maybe high sea level can work for it. And for smaller landmass than pangea.
 
I remember to have the YNAMP map mod, and then you can add as many civs as you want to a map...
 
Just keep in mind loyalty will be a serious issue. If I try to play ynamp greatest earth map with 43 civs I'll have all kinds of loyalty issues. The solution is loyal capitals mod. I forgot to enable it and my capital city of Istanbul(Ottomans) flipped, and Ottomans have no room for a second city if Hattusa is there, you have to fight your way out. And yes, that's an instant loss/game over. Only loss I have in my HOF.
