there is, but you have to use worldbuilder. select "permament peace or permanent war" i think it's listed on the custom game options screen. the default start for that sort of game is permanent peace, but you can go into WorldBuilder and decide which folks are at war forever. i think you do that in the diplomacy part of WB.
then once you set who's fighting and who's not, those people never have the options to sign cease fires/peace treaties or declare war, as appropriate. you can make it stuff like players 1/3/5 are peacemates and at permawar with players 2/4/6, etc. if you want to make it so that everybody is in "Always War" status with everybody else, you can do that too.
i read a good tip recently. if you're going into worldbuilder for something, but don't want to see the whole map yet, you can put a Post-It note or something over the mini-map to block your view just so that the mystery is preserved. i forget who i borrowed that from tho, oops.

i think that what you mean is that you normal game that Civ4 will start for you, but with a setting that the AI will be at war with you.
if that's true you just have to go to the "Custom Game" screen (instead of "Play Now") when you start Civ4, to pick the "Always War" option.
what branbunn is doing is going a few steps farther than that. civ4 will start his game but then he has to open the world map and set things up himself, that's the part i think you're trying to avoid and are calling the "being a custom game part". that part can be a lot of work, and can spoil some of the surprise!
or maybe you want them to declare war on you, but not have it be always war so that you might have a chance of a break sometimes?

Once you're in F3, you have to click on the choice you want. they only show up after you know the right technology, so you can't use Slavery until after Bronze Working. After you click one, then the bottom of the screen changes and you'll see the world Revolution. you can change as many as you want to in the same turn. when you click Revolution, that's when the change happens.
it will tell you "Turns for Revolution", that's time you'll be in Anarchy. it's like your civilization skips those turns, your cities don't make any hammers, and you don't make any science or money. but you can still move your troops, and your workers can still build farms and stuff. then the cities go back to what they were doing. you have to wait at least 5 turns after the Anarchy is over before you can change civics again. if one of your traits is Spiritual, you don't get any Anarchy. but even spiritual civs have to wait 5 turns before changing again.
to Maydrock: i don't think war weariness gets turned off. but i haven't ever been brave enough to try it out!

I have Civ 4 installed on my PC, i recently uninstalled Warlords to install an internet game called "Everquest" (Free-trial version) and whenever i try to re-install Warlords again, i get a message for the latest patch for Warlords, so i click ok, then my PC begins installing Everquest instead of Warlords so when i exit the installation of Everquest i get an error saying 'Warlords installation aborted'
So weird!
(By the way i have uninstalled Everquest but the same thing keeps happening!)

This probably should be in the Tech support forum, but I'll help. What happens is everyone in the world and their uncle, uses "setup.exe" as there file name for their installer, your PC is pointing to the wrong one, probably a registry issue and definately because it's a demo. I would download the patch from this site and install it manually

Hello everybody, I need your help urgently!
Every time I beguin a game, before I can make my third city there is already cities of other civs right beside me, and I hate that! Is there a way I can change this definetely in the game's files?Any help I do appreciate.Thanks,
