I have a question
Many times in one of my cities I see the message
"The citizens of Rostov rightfully ask to join the other empire"
I don't understand it
I see the cultural percentages and it is 100% mine
And some times the empire they wish to join is not even with the same borders
OK, I turn it down of course but it is annoying
 
or better yet - turn it off
 
The message has nothing to do with borders. It is displayed because the city is closer to their capital than to yours. It is stupid and annoying. As you already know it should be ignored.
 
I'll only note that there is a well-known tactic for achieving a diplomatic win via the AP. You need to spread the AP religion to every civ in the game, but there's an AI, often Tokugawa, who won't OB with you and is running Theocracy in a non-AP religion. What you do is settle on his border, spread the AP religion to that city, and then either allow it to flip to him when you get the above message or let his culture press the city into flipping. I think you can also gift the city outright when their culture therein reaches a certain threshold.
