-why?
byzantines are in mediterranean culture group? ok, they were descendents of romans, but they were not romans. their culture was eastern, or hellenistic. their religion was orthodox christianity. and they created the middle-eastern culture (after arabs and turks this culture shaped as what we know as middle-east)

also, if these culture groups are to increase realism as playing against historically related civs; byzantines never fought with greeks, egyptians or carthaginians. they fought with persians, arabs and turks. why i cannot see byzantines as my enemy when i choose ottomans?

hittites' favourite government is fascism, even they were unavare of nationalism at those times? if some civ should have fascism as favourite government why it is not germany or rome?

ottoman leader osman has the title of sultan? sultan title was used first with murad I in ottoman empire. osman's title was just bey (can be translated as lord)

ottoman leaderhead sucks in late ages? there are bunch of mistakes. the fes (round red hat) is began to be used with sultan abdulmecid, which we can say in civ terminology, the "invention" of nationalism and beginning of industrial age. however, in civ3, this hat appears in modern age. ottomans never lived modern age (in civ3 techtree) if we consider rocetry, ecology or fission as start of modern age. and why ottoman leaderhed do not show any "modern" image in industrial and modern ages?

Probably they just had to balance out the forms and pot luck gave it to them. They really are not about historical accuracy, but you knew that.

This is either a sop to us ignorant players or sloppy work by them. IOW they thought it would look properly placed to the great unwashed.

All the leaderheads suck, but when you consider they could not even manage to get MP in the game when it shipped, you should not be surprised.
 
It isn't worse than what was done to the dutch; the leaderhead of "William of Orange" is not the head of the real William of Orange, but of later ruler called William. There is 300 to 400 years difference between them.
