1. You build the UN yourself, or you own more land than anyone else (i believe).
2. I think it happens when you get your second city down (always) and random things after that (mass WLTKD).

You forget the same thing everyone else does: 67% land and 67% of the population. That forgotten variable has thrown the MapStat utility off on occasion, too.
