I just re-read that article and don't see anything in it about this. He settled on the spot in all three cases. Interestingly, he missed moving towards a bonus food every time.
In the Iroquois example, this is understandable as there is no reason to know it is there. This is too bad because this is the one which needs it the most.
In the other two, he should have found it. In the German example he should start by moving the worker north. The Russian is even clearer. You have a scout, who should start by moving to the hill s-sw (my choice) or the mountain to the east. Either move reveals one of the wheats.
