You get the 10 shield bonus once per tile.
I'll do the "specialist farm" stategy for now, but I got a milatary leader and am saving him for a Secret Police station when I hit industrial age and go communist. I read that communist is good for a sprawling empire and since I'm religous, the anarchy won't be too bad. I'm gambling the unit support will be better, being able to pop rush in my totally corrupt cities will save me money, and the corruption will be better than I'm facing in Monarchy.

A note about Communism: corruption works somewhat differently than under other governments. Someone can correct me if I'm way off, but as I understand it, corruption is calculated normally with whatever modifier commie uses, but then the corrupt shields/commerce get spread among all your cities. So cities near the capital/FP/SPHQ become more corrupt and farther cities become less corrupt.
If getting the Army back to your capitol would help, you can gift a city on the continent where the Army unit is, after putting it in that city. The Army unit will then be automatically teleported back to your capitol as the city changes hands....I'm almost through beating the civs on the continent I'm fighting on and I don't think I can fit an army on a galleon, so it would likely be stranded...
You hit the "Draft" button, up by the governor and hurry buttons. Your city loses 1 pop and you gain 1 conscript of the best defensive unit available to you.
And I think the city has to be above a certain size (6, maybe) and you can't draft foreign citizens (IIRC)
What does it do in civ4? Obviously you could add a whole bunch of new techs at the end of the tree which do whatever you want.
