What is the best time to shift the focus from expanding and start focusing more on building improvements and developing infrastructure?

Like so many questions about CivIII... it depends on a lot of factors.

I'll give this some thought and get back to you when I figure out how I do/know this.. :hmm:

When there is nowhere to put a settler, usually. I think much depends on how you want to win. If you are going for an early victory, build just enough stuff to facilitate your military. For later victory types, get your core settled, once thats done, build what leads to victory, Libraries/Universities for science, Temples/Cathedrals for culture.

A very good question!

If you can tell us:
1. Victory condition you desire?
2. Map Size?
3. Difficulty Level?

Then, we can give you more than a general response. :)

1. Conquest (I'm stuck on an a continent with only two other civs though so I would need plan with long term plans in mind)
2. Standard
3. Monarch

Right now, I have three settler factories and I feel very overstretched (e.g. not enough roads, not enough military to protect my frontier from barbs, not enough MP, etc.) I still have a lot of land to settle but that land is far to the north and I have blocked off my enemies from getting to it. Persia and Babylon are two the east and they are expanding quickly. Soon, their borders will be pushing against mine and I want to quickly develop my military in order to finish them off before they get too strong.

I already made the choice to stop producing settlers temporarily in order to focus on building horsemen. Did I make the right choice?

Normally, 1 settler factory and 1 worker factory go a long way to secure a decent expansion phase. That, in combination with 2 productive barracks towns, should be sort of your starting point.
Then if there's still a lot of terrain to settle, you could do with a second settler factory, but continue to produce workers as well; you don't want to end up moving swords and artillery only 1 tile at a time because you've made no roads.
If you see more AI around you you could do with a few more barracks towns. You might not need any culture at all for conquest.

Turn 1 settler farm into a worker farm, or maybe 2. It sounds like you don't have enough workers. Organize the workers you have into gangs, for example roading crews and irrigation teams to get those tasks done faster. Some prefer individual workers, but I find teams get it done faster. Also, don't try to develop every tile, focus on the most productive ones, the ones actually being worked.

Thanks, I just wanted to ask before I signed back into the game JIC.

As to your question, this has happened to me before, though it is very rare. If you reload the turn it should be fixed. If not, go out and start the game up again.

@Globex: YES!!!......I'm glad you're building Horsemen. (Hope they're all Veterans!?)
If you have say 6 cities producing Horsemen, that should be enough, at Monarch level, to wipe the other civs out. Don't sweat the barbarians too much........Look at the damage they can do.....After all, they can't capture your cities.

Roads are important......to get your horsemen to battle. If you have say 6 horsemen, it's time to attack. Why build cities when you can capture them and eliminate the AI at the same time?

Infrastructure, after you have enough horsemen-producing cities? Barracks period.....You can chop forests to speed up production.

As long as its not too late in the game, horsemen should be sufficient to win!

Charrrrrrrrrge!!!! :)

Everyone to his own.

Personally, I think Archers/Spearmen/Catapults are too slow......and I would only consider building them in a defensive game, with AI nearby. (I.e. Sid level.)

But........as they say, there's more than one way to skin a cat! ;)

It is due to the extra ordinary weight given to the rng. This was done in a misguided attempt to have obsolete units have some use. They nearly changed that in 1.22 work, but bailed out at the last moment.

Now you have units that IMO should have no value get in wins. Civ2 had Fire Power that prevent this, but had many other issues. It is not common, but I would rather it never occurred.

The odds should be so great that I should never see it, bu I have seen these outcomes a number of times.

I use cats and archers a lot for defense. My wars tend to be defensive at first, then once the AI has emptied it's arsenal, I'll go pick them off - then cats/archers come in handy because the AI will avoid your advancing units if you have them in the stack.

They'd rather empty their besieged city to go after that one worker 2 turns away.

@vmxa What is rng? Please explain more about what you're saying here.
I thought battle outcome was a function of attacker A and defender D (plus terrain, imp., fortification bonuses).

It is my contention that absolutely nothing matters but dumb luck. Whoever wins, wins and whoever loses, loses. Every battle is just a crap shoot.
