City culture toggles a x2 multiplier (kinda), and overall civ cultures count as a ratio multiplier (kinda), so if you have twice as much as them you get half the chance of your city flipping.
 
In PBEM games, my saves are always about 75% of the size of my opponents. Does anyone know why this is?

Question
Is there any combination of City Governor settings that will insure that any specialists are taxmen and not entertainers or scientists?
 
How do I create an embasy? If I've made contact by the time I discover writing I'll get a pop up with a list of the civs I've met. But after that when I meet new civs(or if I couldnt afford an embasy with one or more of the one's I had met) I cant get embasies. Civpeadia says double click the capitol city, but that doesnt bring up the embasy window. At a loss here, any help would be appreciated. FYI playing version 1.07f if that helps.

The capitol is the right place to start the embassy path. What you do on the capitol is right click, however, instead of double clicking. That'll bring up the menu that you need.

welcome, also. You said your patch (1.07f) but not which of the now three versions of the game - basic 'vanilla' Civ3, Play the World (PTW) or Conquests (C3C) you are using. Since the designers have seen fit to change basic game functionality with each expansion, it's sometimes hard to know which answer is appropriate without knowing the game. Although I think slug's answer is applicable to all, in your case.
 
C3C is only patched up to 1.02, so I assumed it couldn't be that. Aelb, if you can post which version you're using we could give you better specifics on what to do. Right clicking on your capitol is always going to apply, but without knowing which version you're playing, we won't know if you get the 'old' menu box or the 'new' espionage screen.
 
When i download the scenarios or maps i cant actually put them on the game coz when i go to extract them from win zip it dosent show them.:(

The doulble click thingie refers to the little star symbol next to your capital's name. If you double-click the star, you get a menue where to open an embassy, gold amount being required is also mentioned.
Note: besides having some contacts and knowing writing, you can't open an embassy anywhere when you're in anarchy; you can't open an embassy at a civ you're currently at war with. IIRC, nothing will happen if you double-click the star in anarchy.
If you have not enough gold, you will get the menue, though. If you have no new contacts, you will get another info pop-up.

What do you mean by 'it doesn't show them'?

If win zip works correctly, you should get the map file (e.g. "some_map.bic") onto your hard-disc.

To find the file from Civ3, you must use the browse feature (=go to the directory where you put the .bic).
You could also put (or extract to...) the file in the Civ3 folder (or Civ3/Scenarios ?? - dunno what the default setting is).

That's an odd complaint... Honestly, I don't know for sure, but it might be that you're on different patches.
 
Is there an easy way to close pop-up screens for stuff like advances? for example, if I press enter on the "what's the big picture" screen it usually closes the popup behind it rather than the one on top, and escape does nothing. It's quite annoying having to pinpoint the tiny X to click to close such windows!

That upgrades all units which would be upgradeable if done one-by-one. i.e. they have to be in cities with barracks, etc., etc. Units "in the field" are not upgraded.

A typical installation would be hard drive=>program files=>infogrames interactive=>civilization. Note that the entire PTW folder set is one level further.
