As far as I know, the chance is always 50% to intercept a nonstealth attacker and 5% to intercept a stealth.
 
Keep in mind communications with one civ will be communications with all of them typically by the next turn because(in this case) Japan will sell it to everyone IBT.

That is if Japan knows everyone else.

Have you tried renegotiating with cash or WM IPO communications?

Thanks, Misfit, but I only have PTW now, no C3C. And the units were included with PTW. Looking at that post it seems a very complicated procedure, I am afraid to make changes like that. It might crash my game. Isn't there a simpler way to do this? Maybe there is already a scenario or mod that includes these units in an otherwise standard rules game? Do you know of any?

Yes.

However, those free hydro plants are shown in the building lists of cities without factories, but there's no benefit then.

Do you get the benefit if you have a factory but no rivers within your city?
 
It should be noted that the HD doesn't give free Hydro Plants. It gives the effect of hydro plants free to every city. A small and subtle difference. It does show up like Grille says, as a HP in your city.
 
Is there any rhyme or reason to predicting which techs scientific civs receive when they enter a new age? Is their a consistent rule, or is it random? Thanks!

The free tech you get is random.
Middle Ages one of these ( Monotheism, Feudalism, Engineering)
Industrial Ages one of these ( Nationalism, Steam Power, Medicine)
Modern Times one of these ( Ecology, Rocketry, Fission, Computers)
 
It is a waste to cut it down, you get no extra gold. I could explain why, but I can't be bothered ;) It's just to do with the order in which things are done...

Now this is something I know about.....

The answers to your questions are:
1. NO
2. MAYBE, MAYBE NOT!

When the forest is cut down, 10 shields will be "given" to the nearest city unless that city is:
1. Producing Wealth or
2. Producing a Wonder (Small or Great)

If condition 1. or 2. applies, the 10 shields will be "given" to the next-nearest city provided the de-forested square is within that city's 21-square boundary (Does NOT have to be within the Zone Of Control of that city!)

If there are 2 or more cities equally close to the de-forested square......I don't have a clue what determines which city gets the shields....I just assume it's random.............BUT (A Big But), YOU can direct which city gets the shields by changing the production to a "Wonder" for the turn when the shields are going to be "given" to an "undesirable" city! ;)
(Viz. A city that you don't want to receive the 10 shield bonus, you change production to Wealth or Wonder.)

I'm sorry, was trying to make sure that you got the full benefit of the HD in all the cities with rivers without having to build another type of power plant
