A barracks is required in the city that has the MA for a produced army to be veteran.

It seems although i have a barracks and a mil acad in the city, and every other city has barracks, that my armies always come out regular, 16/16, armies..

If there is a 1 tile gap between borders, it closes automatically unless claimed by another civ. Correct. The regular/veteran/elite status of the army is just a label. The individual units not only retain their rank and promote accordingly, but also fight individually in decreasing rank.punkbass2000 said:Armies, in and of themselves, are not really regulars or vets or whatever.
