War plans aren't real decisions though, you make up the problem, and you make up the resolution. Stats based give real decisions, take Sonrisk as an example. At the start, it is kinda a case of dumb luck at the start but once people start getting numbers of troops real decisions start to be made. You have to predict and plan, make alliances, decide if you are going to trust your allies and to what extent, think about sacrifices that need to be made, be able to see consequences to your actions, even having back up plans to bad rolls.
Having a very RP based game dulls this, you can make bad decisions knowing that it is fine as you are gonna write an essay on how you will win anyway.
