Say there are 5 votes and 3 candidates. If I get 1 vote and the
other 2 AI's get 2 votes each, do I lose or it's still considered as
a tie and the game continues?

There will be only two choices of which civ to vote for .. and abstain. I know that the Civ who made the UN gets a vote for sure, beyond that its the "largest" .. not sure how that is defined but its probably best to assume population wise.

That's what I thought but last time there were three candidates!
Japan and England both have similar culture and size, so I
guess both of them goes in together with me(Egypt) which was
third in culture. I got a tie with England while Japan gets 1 vote
(himself). France votes for England and Greece votes for me. That's how this question comes up.

The situation you described would result in an inconclusive election, not a loss for you. It is not a loss if you get fewer votes than another leader; it is only a loss if another leader gets a majority of the votes.

So, suppose there were only two candidates, you and (say) Greece, and 5 votes. If you get one vote, and Greece gets two, with two abstentions, you do not lose the game - the vote is inconclusive.
