The situation you described would result in an inconclusive election, not a loss for you. It is not a loss if you get fewer votes than another leader; it is only a loss if another leader gets a majority of the votes.
So, suppose there were only two candidates, you and (say) Greece, and 5 votes. If you get one vote, and Greece gets two, with two abstentions, you do not lose the game - the vote is inconclusive.
