Is there or was there ever any type of treaty whatsoever between the superpowers of the world that specified that in a time of war between the powers, atomic weapons would not be used? I have no knowledge of such a treaty, but my Grandfather mentioned he thought one existed. I don’t know if this is just wishful thinking on his part, or if I missed something.

I don't think an official treaty exists, only the understanding that once one nation takes that step, the floodgates open up. In all reason, had there been a war between NATO and the Warsaw Pact, unless it were started by nuclear weapons, there probably would not have been nuclear weapons used. You can thank Mutually Assured Destruction for that. I take a small bit of comfort in knowing that the people with the fingers on those buttons were very unwilling to push them, despite the evil commonly associated with nuclear capability.

I guess technically, if you wanted to be a real ass, you could pull up the Kellogg-Briand Pact, and say that any and all wars after 1928 are/were/would be illegal.
Ah, the Kellogg-Briand pact. I think it might go down as histories stupidest treaty.
