Settling or annexing cities raises tech and policy costs. Does losing cities lower it, either via war or razing? If I annex a just-conquered city for whatever reason and then raze it latter, is that permanently setting me back?

Yes. We fixed that.

Losing cities lowers it. It does not permanently set you back.

Guyus, I am looking for a mod that would allow to quickly see all map, or just the stuff you can see in map tab after resign option. I just like games where I am in the middle of things and can be attacked from any side. I don't want to lose a lot of time resigning and then reloading. Thanks for any help. I will just use IGE in there's no such a mod that allows a sneak peek.

IGE is the only option I know of.
 
Turn on Debug mode (Google it), press ` in game and click Reveal All.
 
1. Is there any use of City Ruins? Every time a confirmation window asks me whether I want to remove them makes me think the ruins are good for something.
2. Are barb spawns bugged in the current build (I think I read about it somewhere)? Asking because I want to start a new authority game.

No, and no*.

*The rules are functioning as intended, but as they are now they don't allow a lot of Barbarians to spawn. I've made a proposal which (in part) resolves this concern by allowing many more Barbarians to spawn.

Would "Raging Barbarians" setting mitigate this issue?

Not really. The issue is with the spawning of encampments not being possible in visible tiles. Too many tiles are visible.

(There's also some shenanigans involving pirate islands in the sea reducing encampment counts on continents.)

Also in resource tooltip it would be cool to include what improvement is needed and when it is unlocked.
