Could someone please explain the proper procedure for abandoning a newly captured city? I follow sg's and see this done frequently, but I'm not really sure how to go about it. Also, is this the same as starving down a city and if not, how is that done, and why? Thanks for explaining this to me.

edit: Also, why are some captured cities razed and others abandoned?
 
Hi there. I have never abandoned captured cities (yet) but I know how to. Simply right click on the city and choose 'abandon city'.

Personally I always starve cities down by rush building settlers, entertaining the hell out of them and so on. Alternatively I just raze the cities which may flip and get those slave workers sweating. When razing I usually have my allies tied in with luxuries and/or resources and it never seems to impact on my rep or their attitude to me. I never see the point in abandoning.
 
to abandon a city just right click it. there you will see an option "abandon city".
when you abandon it it will turn into rubble.
it is NOT like starving a captured city. it will destory it, opening a spot for your settler to plop down. starving cities is used to lower the number of foriegn citizens in your newly aquired cities. the higher the amount of forigners in your towns = the bigger flip \ unhappiness chances.
i abandon cities if:
A: it was an AI flip\capture that i find not likely to hold onto.
B: its my city, but i am under threat and dont want the AI to get hold of an intact city. (aka as "scorched earth")
C: if i find that its a small inefficient town that would be better placed elsewhere, and which i was forced to plant in a not ideal place (like trying to grab a lux, with an AI settler 1 turn away, i would plop on spot to grab it, and later, if needed, can abandon and resettle in my preferred spot.

some cities are captured if they are over size one, have some culture or both.
if a city is size 1 with no culture it is usually AUTO RAZED.
the bigger, older the city, the less chance there is for an autoraze.

Sometimes people abandon the city instead of razing it so that they can sell all the improvements in it first.

Razing cities is often important if you need more slave workers and/or the city is near the capital of your enemy and they have more culture than you.

Another situation where abandoning a city is a possibility is when you have a city within your enemy's boundary. For example, I took over a Russian city in the middle of Greek territory while wiping out the Russians. Then when I planned on going to war with Greece, I could either abandon the city (because I knew I couldn't protect it there) or gift it to some other civ (usually the weakest). However I would not raze it in the first place because it would take forever to get the workers back to my land and I could use the citizens as scientists or taxcollectors (something useful).

In addition to what's been mentioned, you can keep the city so your troops can proceed to the next city easier, then abandon it. You can also bring a settler to the spot to found there.
 
Thanks for the input, guys. One more related question: I've seen where players are able to pop a settler or worker as a city is abandoned. Is there some special timing/procedure to this or will the city simply cease to exist when it reaches size 2 and the settler is produced? Thanks again.
 
It happens when you try to build a settler in 2-size not growing city. Then you can choose to abandon, and you'll get the settler.
 
The city has to have no food gain, so you turn the citizens into specialists (or switch them to a lower food square, such as a mountain) just before the settler/worker is produced. Note that an agricultural civilization cannot abandon a city by fresh water or any city when out of despotism/anarchy by producing a worker.
