Some random ideas:

Since units get promotions, how about getting promotions for cities too. Cities that have accomplished something may get some kind of promotions.

Some random examples:

A city that has built three wonders will get to increase their city radius by one more tile in all direction

A city that has withstood intensive city bombardment by foreign enemies will get to attack enemy units twice instead of just once.

A city that has withstood intensive city bombardment by foreign enemies will get a promotion where by any foreign enemy that is within the city's bombardment range will automatically be damaged by a certain amount

A city that is the first in the world to build certain type of city improvements will be able to increase ocean yields by certain amount

A city that has produced certain number of Great People will get two golds for each specialist that that city has

I think city related promotions should be more economic/production in nature rather than military.


Great Worker idea:
Lets have Great Worker. Great workers can lay out roads that will allow units to travel much farther distance (but enemy units won't get the same benefit). Great workers can build farms that generate one extra food, or build mines that generate extra hammers. The Great Worker disappears lets say thirty turns after they are generated, so there's only a limit to how much improvement Great Workers.

Great Captains:
When enough experience points have been accumulated by ships, Great Captain will appear. This Great Captain can only be useful while on ocean tile. The Great Captain can occupy the same ocean tile as one AND ONLY ONE ship. The great captain will be like Great Generals. It will increase hit points of ships near it.

Ship promotion:
Is there a promotion where a ship can embark a unit (meaning that this unit can occupy the same ocean tile as the ship)? Then the military unit (if a ranged unit) can launch attack from the ship onto land units while the land units can't attack the ranged unit. But of course they can still attack the ship with their own ranged units. I think this is a cool promotion to have!
 
About "Great Captains", G&K is already introducing the "Great Admirals".

I think embarked units are going to be able to occupy the same hex as naval units in G&K, but the whole naval combat is going to be reworked (new ships, melee ships, city raiding, Great Admirals, new promotions etc.).

I don't think the "Great Worker" is a nice idea... it's weird... the "Great Engineers" would not like them. Same for the "city related promotions."
 
I thought this was about a city that actually gains experience points just like another ranged unit, and went to simulate cities like Constantinople that feels like a city with an arsenal in it when it never went beyond its wall.
