The AI can't take advantage of the emergency/diplo game Canada seemingly thrives upon. No uniquie district or unit for them to spam to make the human adjust his or her game.

2. Mvemba a Nzinga/Kongo [19] (18+1) Is it the lack of religious play or the defensible terrain? Kongo is one of the few AI that has a decent more often than the others.

I have to say, this is quite hard to argue over. A few are obviously stronger because the AI somehow manages to play their strengths decently, a few are obviously weak for eactly the opposite reason. But in my experience 80+% is 'in between' and mostly map dependent. Curious to see how this goes.

I had a hilarious game where Mansa Musa lost about 5 cities to Alexander, Alexander couldn't hold them due to loyalty, but Mansa Musa didn't have enough loyalty to flip them back. Free cities ended up with a ~5 city empire and Mansa had ~2.

Pedro/Brazil. [16] (15+1) A lot of human players overlook Pedro because they are addicted to chopping. The AI doesn't chop (or at least, not that much), so all that jungle is going to give him very good adjacency bonuses on most of his districts - every time I see him he is among the leaders in science and culture. I've seen his AI win a cultural victory (admittedly, I had just picked up the game and was learning to the mechanics) and I've seen his AI become a science powerhouse. He's one of those leaders that when I see I know I am in for a challenge, and I'm guessing he'll end up being overlooked in this thread.

Peter/Russia [13] (16-3) Peter has the tools to make him a strong opponent, but the AI is so bad at taking advantage of them. Consider the following: 1) Half price Lavras means that he is practically guaranteed to be the first to found a religion. This should be a huge advantage as he can choose beliefs like Feed the World (which his tundra bias desperately calls for), Jesuit Education, or Choral Music... but the AI will always, always, ALWAYS take Warrior Monks, and that basically gimps him from the start. Even in the unlikely event that someone founds a religion before he does, he'll just take Divine Inspiration which, again, he is not likely to benefit that much from. 2) Those half price Lavras mean that he will hog most of the GWAMs. This can be a pain to the player for sure, but most of Peter's GWAMs will just stand around inside of his territory with nowhere to put there great works, because Peter doesn't seem to care all that much about actually making use of them. If his AI prioritized buildings with great work slots he'd be scary, but it doesn't. 3) Half priced Lavras and his guaranteed religion means Peter will be wasting a ton of resources chasing a religious victory that an AI has very little chance at actually pulling off. I groan when I see Peter in my games because he can be an annoyance, but he's rarely any kind of threat to actually win.

No AI will *ever* declare war on him meaning at the very least he is guaranteed to be able to spread unchecked. If he spawns with a lot of room to settle he can become a nuisance, and there are plenty of others on this list who can't even make that claim.
