Alexander/Macedon [9] (12-3) The one AI who I have never seen do well an any game I play. He is usually slowly taken over by his neighbors over time, if not destroyed outright early. AI Alexander is not great.

Tomyris/Scythia [12] (15-3) - the AI has no idea how to use the Scythian military advantage resulting from extra mounted units, and at the same time it cripples itself by spamming Kurgans, much like AI Gilgamesh thinks throwing a Ziggurat at a problem will solve it, whatever it is. Scythia ends up hoarding faith and spamming religious units... Not only is it ineffective, it also makes me irrationally annoyed - some of the greatest warrior nomads in history are reduced to inept proselytizers. Argh.

Eleanor/England [10] (9+1) I think AI Eleanor is a lot better at making use of Court of Love than she's getting credit for... I'll upvote England because it's got less points. If you are next to her, you WILL feel the loyalty pressure, and I've seen her flip cities from the other AI fairly frequently. The AI is also smart enough not to form a cultural alliance with anyone. I think her main issue (and this applies to humans as well) is that she doesn't have any bonus towards actually getting great works, so she will struggle if someone like Peter is in the game, but I think the AI handles her better than her score shows.

Qin Shi Huang/China [13] (16-3) AI Qin is that new civ player that makes the mistake of chasing every single wonder rather than building up his infrastructure, including the crappy ones and in places where the benefit is minimal. In my experience it holds him back and I've never seen him do particularly well in my games. The AI is also completely incapable of making use of the great wall improvement. Like Peter, Qin has great tools that *should* make him a strong opponent, but the AI isn't particularly good at making use of them.

Since his neighbors are usually on his same continent, they usually have the same luxuries, so his agenda is satisfied. He’s like an inverse Chandragupta: he loves his neighbors and hates foreigners he can’t get to. I often see his cities conquered.

He also tends to be in the middle of the map, which makes him a tempting target for expansion for multiple civs.

Frederick/Germany [15] (14+1) I'm upvoting Frederick for the simple reason that attacking city states is one of the most frustrating things the AI tends to do to players. Frederick is hard wired to do it and it can be a royal pain which forces you to deal with him.

Gitarja/Indonesia [12] (15-3) No one’s done her yet, so I’ll kick it off. Like most Religious Civs, she gimps herself by focussing mega-hard on Holy Sites at the expense of all else. Often seems to get the first Religion too, which means she ends up with the pointless Warrior Monks bonus. Also, while her navy/Faith bonuses are super strong in the hands of a savvy human, I’ve never seen the AI make decent use of them. In most games, I see her sat with 5/6 cities hugging the coastline, spamming out Missionaries & Apostles with no real strategy.

Trajan/Rome [17] (16+1) Surprised Trajan isn’t higher. In my experience, he does very well. First, he’s pathologically programmed to spam Settlers in early game, which helps him in the long run with a strong, sizeable empire. Second, he gets very aggressive as soon as his Legions kick in and he realises that he’s suddenly stronger than anyone: and if that early war pays off, he gets very scary. And third, he’s always got a solid Culture game from his free Monuments, which helps him get to Corps/Armies super quick and also translates into strong Science & Wonder building. I’ve found that Deity Trajan often manages to be half way through Science Victory by the time I’ve won ca. turn 250.
