A question on that.. how can the caulli, as a civ, be agnostic when one of their leaders' favourite civics requires ashen veil?

That would be something that should be fixed. Which leader? Mihuatl? If so, it's because she's from Orbis... Where the Cualli are part of the Mazatl, and neither are agnostic.
