To Chinese: We are sorry for the conflict in interest, and would officially like to discourage the use of Chinese slave labor in the Muscogee Nation. As an illegal act in China, we do not wish to infringe upon the sovereignty of their government. Further, any slave bought or sold, identified as Chinese, will be taxed at a rate 57% higher than that of a comparable slave from Africa. In addition, slaves used for public service shall not be of Chinese descent. We hope this will alleviate concerns of illegal slave trafficking from China.

To All Nations: The Muscogee Nation would like to extend a hand of friendship to all nations. We hope to peacefully coexist with our fellow man, and build a better world for our children. Any who wish to engage in further bond-forming and diplomacy are welcome and encouraged to do so through the forging of trade and other diplomatic agreements.

Slavery is and will remain outlawed in the French Empire. Any slaver vessel entering French waters will be boarded, slaves liberated with ticket to a freeman's way and enslavers set to hard labour in prison for their crimes.
 
Sadly the issue is not as black and white as simply outlawing the sale of slaves from China, or slaves in general. Doing such would only exacerbate the situation, causing many who already own Chinese slaves to turn to illegal markets rather than simply purchasing African slaves. In the same vein, outlawing slavery outright would only cause a divide in our young nation, as slave labor represents an integral part of our economy. An institution in western and eastern civilization since the dawn of man, it has only recently been viewed negatively. While the moral implications remain blurry and up in the air, the hard facts of an improved life for the everyday citizen of the Muscogee Nation is very real. While not wishing to infringe upon the sovereignty of each nation to govern itself in the way it sees fit, I would also like to point out that we are also sovereign within our own borders. In turn, I invite the French, or any free nation, to detain and try any within their borders who commit illegal acts, ranging from capturing slaves to committing murder or stealing. It is within your right and is your duty to the people you represent.
 
If any Chinese slave manages to make his way to Dutch territory, he will be offered the choice of returning to China or to settle as a free man in van Diemen's Land.
We ask the Chinese open a port to facilitate this and this only.

No offense intended, but how is it our fault that you cannot adequately police your own territory? It is not the Muscogee Government itself capturing slaves within your territory, and more than likely not our own citizens doing so. Rather, they are purchasing slaves from those within your own countries who are capturing them. Further, our intentions were to not repeat all the troubles had in ending the Atlantic Slave Trade a few years back. Rather than suppress vital economic growth, we were merely trying to modify it to the point of negligence, then quietly create a law outlawing the use of Chinese Slave labor. A market-based solution such as this would eliminate the problem in the least disruptive way possible.

However, in response to international protestations, the Muscogee Nation is officially enacting the Foreign Slave Act of 1840. The law states that any slave proven to be captured illegally within the sovereign territory of another nation will be released immediately, and arrangements made to return them to their homeland. It seems as though we will not be given our own chance to modernize and nation-build as the other nations of the world have been able to, even after our history of being conquered, oppressed, and forced out of our homes. We also believe it to be inappropriate and hawkish for the U.S. to act so brashly with force exceeding that of even the effected parties.

We are sorry for any offense taken on the part of the Chinese, and hope to privately resolve any issues, and also point to the above reasonings to our initial response as an explanation for our actions.

One army brigade paraded in Beijing to celebrate the new decade. The crowd celebrated and watched with excitement the parade. After the parade took place, Chancellor Fu Sheng, in the name of the Emperor, made a speech outlying the many successes of the Emperor during the 1830's as well as saying that the Emperor hopes "the new decade will be as successful as the last one.". The crowed cheered and applauded the Chancellor. The morale of the Chinese people is very high, thanks to the many years of stability and peace which are in complete contrast with the late Qing dynasty years of civil unrest and war.

Western Teachers invited to China

Western mathematicians, physicians, chemists and biologists have been invited to teach in Chinese universities in Beijing and other major Chinese cities. Their wage will be comparable to that of very highly ranking official in the Imperial Court and they will get free lessons to Chinese. Until they learn Chinese, they will be assisted in teaching by translators who shall translate the lessons.

The Chancellor Fu Sheng has announced that the new lessons will be additional lessons and that the study of traditional Chinese lessons, such as the Confucian classics, shall continue. As he said, "while we must modernize, we must also not forget our roots."

Fu Sheng: The Reformist Chancellor

Fu Sheng was appointed Chancellor in 1836. Young and charismatic, he is immensely popular with the Chinese people as he tries connect with them and hear all of their problems. Despite his popularity and immense power as Chancellor, he is fiercely loyal to the Emperor and even his enemies admit that he is uncorrupted and honest. Despite being a very high official, he lives very modestly and spends most of his salary in building schools and other public projects.

Before he became Chancellor, he was a well known businessman. As Chancellor, although conservative, he has supported the slow but steady modernization of China and it's opening up to the West. Although very hostile to European expansionism in Asia, he sees Westernization as the only way to counter the colonial threat as well as a means to secure the stability of the throne. He was behind the creating of a foreign ministry, the "Ministry of Barbarian Affairs", as well as the main proponent of the Xiang-USA trade deal.

This year, the Chancellor has visited many of the factories making use of Western technology as well as the army and has promoted the cause of Westernization. Whichever place he visited, the welcome was always warm and enthusiastic.
