In my most recent game, I've just noticed a 'red fist' next to the name of 'Sitting Bull'; two or three turns later he declared war - are the two things connected? I'm running 'BUFFY'.
The red fist doesn't necessarily mean the AI in question is preparing for war against you. And keep in mind there's a random "dice roll" element at work too, so the AI might prepare for war but not go through with it.
What's the timescale? How imminent is war?

that is their city count. If it is light blue, then you cannot see the trade screen and get an accurate count of his cities (AI will not talk, you are playing an OCC, etc) and the number is based on the city plots that you have revealed.and the number at the end?

Does it have something to do with trade? Sometimes it is positive and sometimes negative.
