Ok so I've been thinking about this whole REF/Liberty Bell issue and here's my idea for a *short-term* fix:
1) Disable Political Point production from cities. This will at least create an incentive to create liberty bells early in the game as you will otherwise likely miss out on most if not all founding fathers.
2) Lower the rate of REF buildup to somewhere around 50-80% of current.
3) *optional* think about beefing up FF benefits to further reinforce #1
I think there's probably a much better long term fix that could be done but this sounds like something that may be really simple to do, though I'm not sure exactly how or I'd test it myself.
