[Extension] Reforestation for VP

Is it possible to do a build without plunking down an improvement? I was under the impression it was, but nobody implements this way

Works well with VP 4.22.

Thanks @jarcast2 , I should make some small changes, including game options depending on whether the player wants resources to appear or not, as @Tekamthi suggested previously.
