Anyone else find that the AI never, ever wants to become a Vassal? I mean, I have gotten an AI's capital surrounded, last city left, and he still will not become a vassal. It's ridiculous that we can't enjoy this new aspect of the game that is suppose to make warmongering easier.
i dont have the Warlords game but this is very simular to ROME total war where no madder what the AI wont let you become their "Protorate" no matter what.... i dont know why the AI vallues its Freedom so much that they would die in a sircumstance where they should be a vassal
Well, there's no benefit to becomeing a vassal so why should an AI *want* to do it? I don't think it's the kind of thing you should expect to see all the time.

Perhaps there is a fine line, you crossed, where they hate you so much that they would rather be destroyed than become your vassal. Maybe you should try more persuasion by the threat of force rather than just the use of force?
In the Khan scenario I had the Song capitulate. I had them down to one city and was gathering to take that. They asked to, and i allowed it. You cant make them however. I think they have to offer.
In my first Warlords game as the Vikings on Prince level, I've got both Huayna Capac and Alexander as Vassals...both through capitulation. Huayna Capac held out for a long time, but Alexander capitulated after I took 2 cities...one of which was his Capital. When I went to war, I was roughly on the same footing as Huayna Capac in tech and size, but was way ahead on both when I attacked Alexander.

I played a game earlier today as Ghengis Khan , and was steamrolling Japan early with my UU and axes. After razing their capital and one other city they capitulated with 2 cities still standing. I have to reload the auto save to check for more details, but yea, the AI does choose to become a Vassal State sometimes.
Not only did I manage to force a number of civs to capitulate in the Unification of China and Ghengis Khan scenarios, but in the China one, one of the civs made an unsolicited offer to become my vassal...
I have no idea if the AI's willingness was tweaked for the scenario or what, but it definitely happens... I would like it to be a bit more flexible though and hopefully it'll be fairly easy to modify.

In my current (first!) game of Warlords, Ramses just became a vassal of Hannibal... not out of warmongering, either, just clearly offered and became a vassal. I had nothing to do with it; since Ramses really got shafted with his starting location, I guess he decided to throw his weight in with Hannibal, who is (like everyone else in the game) probably three times his size.
Also, I was conquering Rome (under Augustus), and he was pushing pretty hard for capitulation near the end. Maybe it has to do with your difficulty level?
I just got the game and in my first game I had two Vassals and on top of that, Spain wound up as Greece' vassal. Perhaps you are playing on a much higher difficulty level than me?
I know on the genghis khan scenario everyone is clamoring to be a vassal state of someone else so when I declared war on the kara khitai I swear 6 civilations declared war on me because of vassals.
In my monarch game I had just declared war against Isabella and when the war went my way she capitulated. The very next turn Ghandi (who was being ravaged by shaka) asked me to "protect" him and allow him to become a vassal which was cool.
I like the fact that when they see themselves as vulnuerable to outside forces they not only accept, but practicely beg you to make them a protectorate.
if the other civ is 50% or more your size, it's no longer under vassal conditions right? Is becoming vassal under peace remove this? if it's like this then I see the exploit in multiplayer, but then again the other can steel any resource from you by pressing alt when clicking your name, it's pretty restrictive and it basicaly mean you loose... why would someone want that? and how does that put you in the lead?
