I couldn't find a definitive answer regarding religious unity online. Maybe this is common knowledge, but I figured I would put it out there on the internet so others can search the answer.

The description says "+1 Envoy at each city-state when it first adopts this religion, in addition to any envoy from a city-state quest".

The part about the addition to any envoy from a city-state quest is confusing. Why mention it unless you get a second envoy for a quest if the city-state follow your religion? You always get an envoy when completing a city-state quest. It's redundant.

Anyway I was playing Pericles and with the huge culture bonuses late in the game being suzerain I went with religious unity to try be suzerain of all the city-states.

Well.... Religious Unity only gives you an envoy when you convert a city-state the first time. You do NOT get a second envoy for completing a city state quest while that city state follows your religion.

That means this religious belief is worth only a couple handfuls of envoys max over the course of the game. It's not great. You can maybe turn that into extra diplo favor and sell it for extra gold. This might make this belief better than something like church property or tithe if you are paying attention to the city states.

Anyway you are going to be much better off grabbing something like Jesuit Education, defender of the faith, and then your religious building first.
