Dido/Phoenicia [12] (15-3) : given that a few civs have no benefit for RV, I feel you have to eliminate first those that lose a lot of their benefits going for early Astrology and I feel Dido is one of those (though it's hard to tell if it's the worst one)

Tamar/Georgia [16) (15+1) : is it a complete coincidence that my easiest RV ever was with Tamar ? Yes, it probably had more to do with spawning next to 3 religious city states. Still, that's the winning condition Tamar is actually OK at and let's not miss the opportunity to, for once, be able to upvote her.

A general question first: In the past Tomyris' Killer of Cyrus (+5 CS vs wounded units and heal on kill) and Monty's Gifts of the Tlatoani (+1 CS from unique luxuries) would also apply to religious units. But the last religious game I played with Tomyris (just before NFP) this was not the case anymore. Does anyone know how it is handled in the current patch? And similarly does Chandra's war of territorial expansion or Philip's CS against civs following a different religion apply to religious units?

Cleopatra/Egypt [15]
Cyrus/Persia [15]
Dido/Phoenicia [12]
Eleanor/France [12] (15-3): Nothing that helps getting a religion or any early game advantages. Hagia Sophia might be a medieval wonder, but honestly I never bother building this wonder as it comes to late to make a difference.
Eleanor/England [12]
Frederick/Germany [15]
Gandhi/India [16] (15+1): Probably top 3 religious civ and I think can at least put up a fight to challange Russia for 1st place. A lot of extra early faith from meeting civs that have founded a religion. Super missionaries. With Exodus you have +7 charge missionaries that might even be able to eliminate an enemy religion before it starts spreading if you get there quickly enough.

Trajan/Rome [12] Not an upvote, but any civ that gets early culture does not deserve to go yet. More culture means faster PP (required for running Revelation), faster governor titles (= faster Moksha's Patron Saint), faster Theology and Theocracy

Alexander/Macedon [9] (12-3) It's a terrible idea to chase a religion with him because you need to be setting up your run for a classical invasion. Like Shaka, he's at the bottom.

Pedro/Brazil [16] (15+1) A holy site surrounded by rainforest with the Sacred Path pantheon will yield you a base 12 faith site! Run the Holy Orders card and now you're at 24. Now, with the changes to Work Ethic you can match production on top of that. Brazil got a nice buff for RV. Already getting some of the best adjacency in the game and now work ethic just makes him so much better.

Pedro/Brazil [17] (16-1) I think Brazil always tends to be underrated in these threads, so we'll see how this one goes. Pedro can get crazy adjacency bonuses to his holy sites as discussed above, while also getting awesome adjacency bonuses to his campuses and theater squares ensuring he gets to the good civics quickly while not falling behind in tech.

Wilhelmina/Netherlands [9] (12-3) You could take advantage of Grote Riveren to build any of the four districts you get bonuses to along the river (Campuses, IZs, Theater Squares, or Commercial Hubs that aren't part of the ability but get the bonus naturally)... or you could ignore all of these bonuses to focus on building holy sites you get no bonuses to. Early in these threads I like to downvote civs who need to play against their advantages to pursue the thread's path, and I think the Dutch fall into that group.

Robert the Bruce/Scotland [3] [6-3] One decent science bonus combined with a whole lotta nothin'. That nothin' includes bonuses to religious victory.
Saladin/Arabia [17] [16+1] A guaranteed religion is pretty huge when you can get locked out of the victory type. +10% bonuses to faith gen from essentially a free worship building is strong. Even though it's unnecessary to spam campuses in a religious game, the Madrassa's you do build will add some very nice faith gen to the mix.

Cyrus/Persia [12] (15-3) Similar to what @bengalryan9 said, I can’t think of any reason you would go religion as Cyrus: surely you would want to be building units & engulfing your neighbours? (Though having said, does the +2 movement for ten turns apply to religious units?)
Dido/Phoenicia [12]
Eleanor/France [12]
Eleanor/England [12]
Frederick/Germany [15]
Gandhi/India [17] (16+1) I mean, why argue? It’s Russia all the way. But if I had to pick any civ who could maybe come close, it would be Gandhi. Combined with an early ‘exodus of the evangelists’, his missionaries are seriously powerful - enough to overwhelm your neighbour’s religion and all city states near you.

Trajan/Rome [12] Not wasting an upvote, but two points. First, he has strong early culture, which would let him get to Temples & Theocracy fast. And second, half-price aqueducts would let him get to population 7 & 10 quicker, allowing him to fit Holy Sites in every city without compromising other districts. But yeah, I’m not wasting a vote, because why would you do religion as Traj?
Victoria/England [15]
Wilfrid Laurier/Canada [15] Also agree re: Canada. Tundra holy sites are a very reliable source of faith when combined with ‘dance of the aurora’.
Wilhelmina/Netherlands [9]

Alexander/Macedon [6] (9-3). Bruce Dickinson correctly tells us that Alexander The Great paved the way for Christianity, but in Civ 6 he does no such thing.

Genghis Khan/Mongolia [12] Can anyone confirm whether the extra combat strength he gets from intelligence applies to religious units? I’ve checked zigzagzigal’s guide and can’t see any mention of it. If it does apply, that’s some serious extra power for your apostles; if not, then throw Genghis in the bin immediately.

Pericles/Greece [16] (15+1) Having restored him to the list, I’ll give him an upvote. There are far better religious Civs (Russia, Indonesia, Gandhi, Mali, Arabia come to mind), but Pericles can definitely do religion better than average. Extra Wildcard slot lets you run the mysticism great prophet card, and strong culture is very handy for reaching the key religious civics. Having a religion can help for his tourism victory, too, so he’s a rare case of a civ who gets no bonuses to faith generation but who may want to grab a religion anyway.

I suppose my explanation, how religion victory works would not be appreciated by faith-blinded part of the community, but I will give it a try.
Founding religion and base faith generation is not a factor, because:
1) You can always found a religion, and you don't need half priced HS to do it. Just chop a project, in the worst case borrow money from AI to buy a prophet. This is SO easy. If you want deity religion, you would always have own deity religion.
2) Deity AI loves faith, have bonus to faith and unlike previous patches, won't snd single apostle to your land. Instead expect waves of 10+ apostles and believe me or not, your faith generation would be weaker anyway, except some haevily faith focused civs like Mali or Russia. These two can compete without expanding. Your faith generation will come anyway from conquering holy sites.

So absolutely the best, easiest, most consistent way of achieving RV is capturing all holy sites of religion founders and then undirupted convert others.
EVERY, I would repeat EVERY domination civ with bonus strength (especially with better apostles - Scythia, Monglia - to be cnfirmed - if it still works like it used to work, these are top1 and 2 civs) would be better than others. Even if they don't have faith generation from uniques, they would have from holy cities they capture.

Getting rid of Shaka first is the biggest joke I have ever seen in elimination threads (OK he is crazy boring leader, but still). What I see Alex, Suleiman are in queue to be eliminated.

Sincerely? Really?

Also as Poundmaker you want to avoid astrology, just because you want district discount for comercial hubs. AH-> Pottery-> Writing -> Currency with Archery somwhere between is a path for Cree. No place for astrology

Yeah, but that's boring and against the spirit of the thread in my opinion. If we allowed conquering of cities with holy cities then why not do that for every other thread? Conquer the high culture and tourism cities and boom, instant culture victory. Conquer all the high science cities and you'll shoot off into space in no time. That would make Simón Bolívar the winner of each thread, which again is boring.
You want to remove other religions, either by conversion or by conquest. The problem is 1st option is reversable.
I also assume in torism victory we don't want fast teching civs, because going into space is a mean to other VC?
War is the same tool to achieve goals as any other... The spirit of the thread is to choose the best civ for religious victory, not the best peaceful faith generator

Dido/Phoenicia [9] 12-3 I take the general point about conquering civs having (as usual) an indirect buff to RV. Dido firmly middle of the pack on conquest, and nowhere to be seen on religion.

Simón Bolívar/Gran Colombia [14] 13+1 Not by any stretch my favourite religious civ, but as pointed out above, the movement bonus applies also to religious units, which is a pretty nifty buff on the offensive.

So absolutely the best, easiest, most consistent way of achieving RV is capturing all holy sites of religion founders and then undirupted convert others.

Yeah, but that's boring and against the spirit of the thread in my opinion. If we allowed conquering of cities with holy sites then why not do that for every other thread? Conquer the high culture and tourism cities and boom, instant culture victory. Conquer all the high science cities and you'll shoot off into space in no time. That would make Simón Bolívar the winner of each thread, which again is boring.

Anyway...

Alexander/Macedon [6]
Amanitore/Nubia [15]
Catherine/France [15]
Chandragupta/India [15]
Cleopatra/Egypt [15]
Cyrus/Persia [12]
Dido/Phoenicia [10] = 9 + 1. Dido isn't super strong or anything but she specializes in settling new cities. New cities = more holy sites = more faith = more religious units. Doesn't deserve to go out so soon.

Seondeok/Korea [9] (12-3) - You will probably build Seowons before holy sites, lowering the chances of getting a religion. Plus, I don't think they have any significantly helpful perks.
Simón Bolívar/Gran Colombia [14]
Suleiman/Ottomans [9]
Tamar/Georgia [17] (16+1) - I realize that the 100% bonus faith is hit or miss and altogether lackluster compared to 100% production. Still, they are rewarded for spreading their religion to city-states by earning extra envoys; religious city state bonuses can be quite powerful (Yerevan!)

Hypothetically, one can achieve a strong timing early game to wipe out one or two religion;
The only civ that can reliably build Stonehenge (but I guess unless you want to secure first/last GP there is no real utility in getting Stonehenge).
Classical/Medieval Golden Age, Exodus of the Evangelist Dedication, Mahabodhi Temple and Patron Saint Promotion on Mohksha.
While faith generation was never China's strong suit, divine inspiration coupled with its early game wonder building abilities can make up for it.
You can think of Mahabodhi as trading builders for faith.
Apadana can help you secure suzerainity over Yerevan to make this combo even stronger.

Robert the Bruce/Scotland [3]
Saladin/Arabia [17]
Seondeok/Korea [6] (9-3)
Early culture bonus negligible. Seowon doesn't directly help with RV.
(Inb4 science == military brute and can conquer holy cities efficiently so can win RV effectively
or science == embarked units travelling further == more effective missionaries).
