Religious Victory help

Please help! I cannot figure out why there is no vote in the Apostolic Palace for Diplomatic/Religious Victory. Here is the situation:

I built the Apostolic Palace with Confuciasm as my state religion, and have remained so ever since
Confuciasm is present in at least one city of every rival
No one has researched Mass Media
I am winning the election to be the resident easily

But at no point do I get the ability to call for a religious victory. What am I missing? Thanks.

The option for will not come up, if you are so huge that you alone has enought votes to elect your self to victory. You need to be at least one vote short yourself, and have some else (Vassal is best guess) vote for you...

If this is the case, liberating a couple of cities to a vassal/colony might be a option.

Kind of a stupid exploit, but it's not a bug, just a design fault.
