Removing Diplomatic Penalty for Governments?

Anyone else find that such severe penalties for different government choices to be a bit much? After meeting Norway, roughly 20 turns later (on Marathon) after nice trade relations he Denounces me because of my Government, with that being the only negative modifier whatsoever. Similarly half the world doesn't like me solely because of that. With there being so many choices and the game clearly wanting Civs to use varied amounts of governments, I don't know why the penalty would be so steep only for being a different choice.

Anyway, though there are a few diplomacy issues when it comes to relationships, this has maybe bugged me the most and I was hoping someone could point me in the right direction. I've looked around some but didn't see the relevant file. I've only lightly modded Civ V to fix some "balancing" issues, so I'm no expert and it's quite possible I just don't know what I'm looking at.

I was hoping to avoid using a Mod as in Civ V (and presumably Civ VI, though I don't know), it would lock out achievements, which I'd like to avoid. Hence asking for info on doing it myself.

Everyone has been saying that Civ VI mods do not lock out achievements - I haven't tested this myself, however.
