Republicans

Executive agreements are pretty common, but the Constitution does not delegate any authority to make them. They are basically just personal promises which no one else is obliged to keep. It would not be acceptable for a president to make any agreement to do anything which is not already in his legal power to do. Since various sanctions against Iran were passed as laws (which ought to be repealed regardless of any agreement, imho), Obama could not repeal them without either a majority in both houses to pass a new law or else getting a super-majority of the Senate to consent to a treaty.
