Spys use propaganda to make AI's unhappy with eachother. I hate it somtimes when the AI all love eachother like bed buddies. This would add another feature to a dull unit IMO. It would add an option to do dirty things without going to war. Blah blah blah 
No clue if this has been done or talked about already. This imo is a much needed feature.
