As y'all know not every civilization or groups of ppl evolved scientifically or culturally equally throughout history. I have always felt this to be an immersion issue that kinda bogged the civ games for me and my suggestion for a solution would be to have a sort of randomized buff (positive or negative) based on starting continent. You should however be able to some what work around this through; Trade rout, declaration of friendship, or conquering a city, and depending on the buff of that civ it would increase the buff on your civ and vise versa. For instance you are Spain and on the continent of Baltica and you have a science reduction of 10% and a culture production of + 15%. You are next to the Kongo, who are on Asia, and have a science production of plus 5% and no culture reduction. Sending a trade rout to them would give you plus 1% science production, a declaration of friendship would give around 2% and conquering one of their cities would give you 2%. They would also get some of your culture buff from those things.

Ideally it would be best for scenarios but I could see it being used in normal games as well.
I can't mod so unfortunately I can't make this happen but I would be really happy if some one made it. Also suggestions? Discussions?
